Professor of Economic Policy, LUISS-Guido Carli University, Rome and Senior Adiviser at OxeraConulting. He is an expert on regulation and competition in the infrastructure, energy and transport sectors and has heldprevious leadership roles in regulation and economics in the private and public sectors (FerroviedelloStato, ENEL,Consob, Autorità Antitrust, Bancad’Italia). He is associate editor of Mercato Concorrenza Regole, and author of severalpublications on public utilities regulation, privatisation and financialmarkets. Recently (2016) haspublished a book, Perché I’Italia cresce poco, Il Mulino.
