Annual Tuition Fees Calculation

Annual Tuition fees are based on family income submitting the ISEE-University (EU and non-EU students whose families generate and declare an income in Italy) or the Scheda Raccolta Dati (EU students whose families generate and declare an income abroad).

Tuition fees are divided into three main categories:

  • Ordinary: 1st-yr. students, 2nd-yr. students who have earned at least 10 CFU by 10 August each year; students who are one year late with their studies and who have earned at least 25 CFU by 10 August each year.
  • Superior: all students who are more than 1 year late with their studies and who have earned at least 12 CFU by 10 August each year.
  • Maximum: all students who are 2 years late or more with their studies; students who are one year late with their studies and who have not earned at least 12 CFU by 10 August each year.

What is an ISEE-U certification (or Scheda Raccolta Dati ) and what is it for?

The ISEE (Equivalent Economic Situation Indicator) certificate is the instrument used to evaluate the economic situation of students who are eligible for benefits. This can be obtained by combining and considering three elements: income, assets, and family. For the purpose of tuition fees, if parents are not members of the family unit, students can be considered to be a single member of the family only in the following cases:

  1. students have not been living in the original family home (or in a house owned by a family member) for at least two years since the date of their original enrolment application for each time they apply for a course.
  2. the student has an adequate income.

Both conditions must be satisfied, otherwise, students will be considered as a member of their parents’ family.

How to submit the ISEE-U/Scheda Raccolta Dati

The CAF Office Procedures

ISEE-University (EU and non-EU students whose families generate and declare an income in Italy)

Students are encouraged to make an appointment at any CAF office as soon as possible, preferably within the month of September, to receive their ISEE-U indicator and avoid paying the ISEE-U penalty fees. To request an ISEE-U evaluation, students must fill out the DSU form (Dichiarazione sostitutiva unica).

Scheda Raccolta Dati (EU students whose families generate and declare an income abroad)

In order to calculate fees for international students, the University requires a Family Income Assessment Evaluation Form for University Students (Scheda Raccolta Dati per Indicatore Parificato), which can only be issued by the CAF Offices in Italy. The Family Income Assessment Evaluation Form for University Students is an indicator which measures the economic status of families and takes into consideration income, assets, and the number of members of each family unit. It costs €11.70, which students pay directly to the CAF Office.

Any documents submitted to the CAF Office should be legally translated and validated by the Italian Embassy or Consulate in the student’s country of origin.

Students must submit a copy of the Family Income Assessment Evaluation Form for University Students to the International Students Office (Via Cracovia – University of Rome Tor Vergata Main Administrative Building, Rettorato) by 16 December 2019.

Students who do not submit the Family Income Assessment Evaluation Form for University Students to the University will be responsible for paying the maximum rate of the yearly tuition fee (80% of the maximum rate will be applied only to the students coming from countries with low-income economies).

The CAF Office Procedures

The following documents must be submitted to the CAF Office:

  • 2019 Income Tax Return indicating family income for the previous calendar year
  • Family Real Estate Patrimony (as of 31 December of the previous year)
  • Family Status Certificate (as of the previous year)
  • Indication of any scholarships awarded in the previous year and two years ago
  • Copy of student’s Italian Fiscal Code Number (codice fiscale)
  • Indication of annual average bank account balance in the previous calendar year
  • Copy of student’s passport or I.D.

Please note

1. Students can take advantage of the CAF Office service during the Welcome Weeks to obtain either the ISEE-University/Scheda Raccolta Dati. The CAF Office will be at the event on September 6th, 11th, 18th and on October 9th, 14th, 18th . Additional days will be scheduled soon here.

2. Students must log in to the Delphi platform and specifically give permission to allow the University to access their ISEE-U/Scheda Raccolta Dati. This procedure must be done no later than 16 December 2019.

After this date, a non-refundable ISEE-U/Scheda Raccolta Dati late submission penalty fee must be paid by the student:

  • From 16 December 2019 to 15 March 2020: €150.00 penalty fee
  • From 16 March 2020 to 31 May 2020: €200.00 penalty fee

3. We recommend that students who have applied for a LazioDisco scholarship submit the ISEE-U/Scheda Raccolta Dati by 16 December because in case of exclusion or revocation of the scholarship, the tuition fees will be re-calculated according to the ISEE-U/Scheda Raccolta Dati value.

4. We recommend that students who have deferred the enrollment submit the ISEE-U/Scheda Raccolta Dati within 16 December because if they will not graduate by the March/April session, the tuition fees will be re-calculated according to the ISEE-U/Scheda Raccolta Dati value.

When and how to pay tuition fees

Students who intend to make use of the services provided by Tor Vergata University of Rome must be up to date with the payment of fees and university contributions. Students must use only the payment slip issued by the Delphi system. Any other payment made and in any other way (e.g. through a direct credit transfer) will not be considered valid and will not be refunded.

First instalment pa‚Äčyment

The first payment slip is issued by the Delphi system in the section reserved for initial registration in year one or in the following academic years. For the students enrolling in the first year, the first instalment must be paid during the enrollment procedure: 

  1. connect to Delphi
  2. select "Student Section"
  3. click on "registration" or "subsequent enrollments"
  4. print the payment slip and pay the instalment at any branch office of the Unicredit Bank in Italy or by credit card through UniCredit Bank’s online payment system
  5. Connect again to Delphi and enter the payment details (CTRL and AUTH codes) 

Second instalment payment

The second instalment can be paid in two instalments (system default option) or in one instalment if you select the option "payment in one instalment" or if the amount of the second instalment is less than € 300.

Payment procedure: 

  1. connect to Delphi
  2. select "Student Section"
  3. click on "manage career online" and select "payment of taxes and contribution"
  4. print the payment slip and pay the instalment at any branch office of the Unicredit Bank in Italy or by credit card through the UniCredit Bank’s online payment system
  5. Connect again to Delphi and enter the payment details (CTRL and AUTH codes)

Tuition Fees Payment Schedule

The following payment schedule must be followed in order for students to be officially enrolled in the programme. Tuition fees payment must be made at any UniCredit Bank agency in Italy or by credit card through the UniCredit Bank’s online payment system. Students who do not pay within the established deadline dates will not be allowed to register for exams, obtain diploma certificates or transfer to another university.

Tuition fees exemptions

Total exemptions

1. Students with certified disabilities, equal to or higher than 66%, whatever their economic or merit status, are fully exempt from the payment of university tuition fees at initial enrollment and registration to the following academic years. See the Student Services section.

2. Victims of organized crime and terrorism are exempt from the payment of university tuition fees.

3. Political refugees are exempt from the payment of university fees. Please note that political refugee students who are not in compliance with exams or are enrolled beyond the normal duration of the course are not entitled to this exemption.

4. International students who are winners of the Italian Government Scholarship

5. Students who are winners of Olympic medals

6. Students who are winners of the Italian Mathematics Olympics are exempted from the payment of the second instalment of University fees for the first academic year.

Partial exemptions from the second instalment payment

After payment of the first instalment, students can request a partial exemption from the second instalment payment through the Delphi platform by March 2021.

1.Students with disabilities between 46% and 65%, see the Student Services section.

2. Students with brothers or sisters currently enrolled at Tor Vergata University have a 10% reduction of the second instalment (with an ISEE-U equal to or less than € 23,000.00).

3. Official employees of Tor Vergata University have a 50% reduction of the second instalment, regardless of their income.

4. Students with at least one parent as an official employee of Tor Vergata University (dependent or fixed-term employee) have a 50% reduction of the second instalment (with an ISEE-U lower than €50,000.00).

5. Students who reside in Italy, outside of the Lazio region, have a reduction of 5% of the university fees.

6. Students who obtained a final grade of 110/110 at the Bachelor Degree at Tor Vergata University or another Italian university have a reduction of 10% of the university fees.

7. Students participating in the Olympic Games have a reduction of 30% of the all-inclusive university fee.

8. Maternity: due to maternity, students can choose to apply for an interruption of studies. Should the decision be made to not take advantage of this option, the student will have a 30% reduction of the annual university fees for one year. After payment of the first instalment, students can request the partial exemption for maternity through the Delphi platform by December 2020.
