Obiettivi Formativi
In quasi ogni paese del mondo, le riforme nella gestione pubblica hanno avuto un impatto, sebbene con diverse tempistiche e approcci. Nei paesi sviluppati, la crisi dei primi anni '70 ha stimolato una conversazione internazionale, guidata dal Comitato per la Gestione Pubblica dell'OCSE, che sosteneva che la riforma del settore pubblico dovesse diventare un campo politico a sé stante. Nei paesi in via di sviluppo, organizzazioni per lo sviluppo come il Programma delle Nazioni Unite per lo Sviluppo (UNDP) e la Banca Mondiale si resero conto che le prestazioni economiche dipendevano da un settore pubblico efficace ed efficiente, adottando e promuovendo il modello della New Public Management. Infine, anche i paesi post-comunisti si sono uniti all'onda di modernizzazione manageriale.
Mentre le ultime crisi globali (economiche e sanitarie) hanno nuovamente evidenziato che le prestazioni economiche dipendono da un settore pubblico efficace, i modelli di riforma sono cambiati, spostandosi dai meccanismi di tipo di mercato a approcci basati su reti e partecipativi.
Il corso esamina sia i quadri teorici alla base delle riforme nella gestione pubblica degli ultimi trent'anni, sia le evidenze empiriche raccolte finora. Le questioni affrontate durante il corso riguardano il modo in cui la globalizzazione influisce sulla struttura e lo scopo dei governi, le riforme amministrative attuate per rispondere alla globalizzazione e il loro impatto. Saranno discusse anche le teorie emergenti che guidano la gestione pubblica a livello globale, come le reti e le partnership pubblico-private, la co-produzione e l'innovazione aperta.
Learning Objectives
The course aims at providing general knowledge of public management, which has been part of the globalization process as attested by public sector reform models such as the New Public Management in the late 1980s and Public Governance in the early 1990s that have affected, although with different pace and approaches, almost every country in the world.
In developed countries, the mid-1970s crisis stimulated an international conversation, led by the OECD Public Management Committee that public sector reform should be a policy field in its own right. In developing countries, development organizations such as the UNDP and the World Bank realized that economic performance depended on an effective and efficient public sector and adopted and promoted the New Public Management model as well. Finally, also post-communism countries joined the managerial wave of modernization.
While the latest global (economic and health) crises have highlighted the fact once again that economic performance hinges on an effective public sector, models of reform have changed shifting from market-type mechanisms to networked and participatory approaches.
The course examines both the theoretical frameworks underlying public management reforms in the past thirty years and the empirical evidence gathered so far.
Issues addressed during the course refer to the way in which globalization affects structure and purpose of governments, administrative reforms implemented to respond to globalization and their impact. Emerging theories guiding public management at the global level will also be discussed such as networks and public-private partnerships, co-production and open innovation.

Modalità di svolgimento
Il corso include lezioni, discussioni di casi di studio che coinvolgono la lettura di materiale al di fuori della classe, simulazioni e lavori di gruppo su problemi selezionati, seguiti dalla presentazione delle principali conclusioni. Ogni anno è previsto un visiting professor di chiara fama internazionale.
Questo corso fornirà agli studenti una miscela di teoria e discussioni in classe sulle tendenze globali in relazione alla gestione pubblica e all'amministrazione pubblica.
Alla fine del corso, gli studenti saranno in grado di:
- Descrivere, spiegare e fornire una valutazione critica delle riforme nella gestione pubblica a livello globale.
- Analizzare le reti di politiche internazionali legate alla riforma del settore pubblico e le dinamiche delle politiche.
Teaching methods
The course includes lectures, case study discussions involving out-of-class readings, simulations, and group work on selected problems, followed by the presentation of main findings. Each year, lectures from a reknowned visiting professor are included.
This course will provide students with a mixture of theoretical and class discussion on global trends as they relate to public management and public administration.
At the end of the course, students will be able to:
- Describe, explain, and provide a critical assessment of public management reforms at the global level.
- Analyze international policy networks around public sector reform and policy dynamics.

La valutazione finale sarà basata sull'esame scritto. Punti aggiuntivi potranno essere ottenuti partecipando a lavori di gruppo non obbligatori.
Ai fini della valutazione, si utilizzerà lo schema che segue:
Non idoneo: importanti carenze e/o inaccuratezze nella conoscenza e comprensione degli argomenti; limitate capacità di analisi e sintesi, frequenti generalizzazioni e limitate capacità critiche e di giudizio, gli argomenti sono esposti in modo non coerente e con linguaggio inappropriato;
18-20: conoscenza e comprensione degli argomenti appena sufficiente con possibili generalizzazioni e imperfezioni; capacità di analisi sintesi e autonomia di giudizio sufficienti, gli argomenti sono esposti in modo frequentemente poco coerente e con un linguaggio poco appropriato/tecnico;
21-23: Conoscenza e comprensione degli argomenti routinaria; Capacità di analisi e sintesi corrette con argomentazione logica sufficientemente coerente e linguaggio appropriato/tecnico
24-26: Discreta conoscenza e comprensione degli argomenti; buone capacità di analisi e sintesi con argomentazioni espresse in modo rigoroso ma con un linguaggio non sempre appropriato/tecnico.

Exam Rules
The final grade will be based on the written exam. Additional points will be achieved by participating to non-mandatory group works.
For assessment purposes, the following scheme will be used:
Unsuitable: major deficiencies and/or inaccuracies in the knowledge and understanding of the topics; limited capacity for analysis and synthesis, frequent generalisations and limited critical and judgmental skills, the topics are set out inconsistently and with inappropriate language;
18-20: barely sufficient knowledge and understanding of the topics with possible generalisations and imperfections; sufficient capacity for analysis synthesis and autonomy of judgement, the topics are frequently exposed in an incoherent way and with inappropriate/technical language;
21-23: Routine knowledge and understanding of topics; ability to analyse and synthesise correctly with sufficiently coherent logical argumentation and appropriate/technical language
24-26: Fair knowledge and understanding of the topics; Good analytical and synthetic skills with arguments expressed in a rigorous manner but with language that is not always appropriate/technical.
27-29: Comprehensive knowledge and understanding of the topics; considerable capacity for analysis and synthesis. Good autonomy of judgement. Arguments presented in a rigorous manner and with appropriate/technical language
30-30L: Excellent level of knowledge and thorough understanding of topics. Excellent analytical and synthetic skills and independent judgement. Arguments expressed in an original manner and with appropriate technical language.

Finally, the potential contribution of strategic foresight in public management will be discussed, as an approach able to overcome the main weaknesses of the previous modernization attempts and as a way to enhance preparedness and resilience in public administrations.
